Changes

I propose an in-between solution. The "content" about appointing mods (Cass's statement about whether nominations are open, and the instructions for filling in the nomination template) move to the section in the main [[mods]] article, because that is not discussion but reference information. The nominations themselves stay on the talk page, because I agree with Cassian that they are more like discussion topics than reference information.
